Anthropic、Rwandaと3年MOU締結　保健・教育・政府全体へClaude拡大

AnthropicとRwanda政府はFeb 17, 2026、health、education、public sector system全体での協力を正式化し拡大するための3-year Memorandum of Understandingを発表した。Anthropicは、African continentで政府MOUを通じてmulti-sector partnershipを正式化するのは今回が初めてだと説明しており、Rwanda向け導入にとどまらず、国家レベルのAI deploymentの型としても注目される。

合意は3つの柱で構成されている。health分野では、cervical cancerの根絶、malariaとmaternal mortalityの低減といった国家目標を支援する。government分野では、各機関のdeveloper teamがClaudeとClaude Codeを利用できるようになり、training、capacity-building support、API creditも提供される。education分野では、fall 2025 agreementが今回のMOUに正式に組み込まれ、教育者向けの2,000 Claude Pro license、公務員向けAI literacy training、そして8つのAfrican countryに展開されたClaude-powered learning companionが含まれる。

Rwanda合意が目立つ理由

これは狭いpilotを超える内容だ。発表文は、この協力をmodel accessだけでなく、local skill、institutional support、そしてRwanda自身が優先順位に沿って導入を設計できる余地を組み合わせたmulti-year effortとして描いている。RwandaのICT and Innovation大臣Paula Ingabireも、education、health outcome、governanceを強化するAI solutionを国家レベルで設計し展開することが目標だと述べている。

Anthropicは、単純なsoftware distributionよりcapacity buildingを前面に出した。Beneficial Deploymentsを率いるElizabeth Kellyは、teacher、health worker、public servantがAIを安全かつ自律的に使えるよう、training、technical support、operational independenceに投資すると説明している。この点は、多くの公共sector向けAI発表がtool提供を先に語り、長期的なlocal capabilityを後回しにしがちな流れと対照的だ。

もしこのパートナーシップが測定可能な成果を出せば、North AmericaやEurope以外でfrontier AI企業が政府とどう協力するかを示す重要事例になるだろう。health target、public-sector developer access、education rolloutを一体で含む点で、今年発表されたstate-backed deployment agreementの中でもかなり具体的な案件だ。
