Prebuilding that environment with a custom Actions image cuts startup overhead before the model even begins touching the code. GitHub also says this change builds on a 50% startup improvement shipped in March, which means the company is treating agent latency as an ongoing engineering target, not a one-off tweak.
That is strategically important because the weakest part of many coding agents is not code generation quality but the time lost around it.
