Fourth, it says future product design will be guided more directly by clinicians, researchers, educators, and child-safety experts, with continued work on break reminders, support pathways, and research on mental health and development.

OpenAI explicitly says teen safety should come before convenience, privacy, or freedom of use when those goals conflict. That matters because it suggests future youth-facing AI products may include more verification, more intervention, and more parental oversight by default. If OpenAI follows through and publishes lessons from the rollout, the Japan blueprint could become a reference point for how other AI platforms approach minors.
